In reply to webbly; it’s simpler than that, since the layer does all the work for you once it’s made, all you have to do is draw grey-ish droplets in whatever shape you wish for with the brush or pen tool – you don’t have to copy and paste the one you’ve already made.
Also it looks far more natural if each droplet is unique to some extent ^^
